NATO Secretary-General Jens Stoltenberg has called for South Korea to provide direct military support to Ukraine, saying Kyiv is in urgent need of weapons to fight off the prolonged Russian invasion. South Korea, a growing arms exporter with the advanced U.S.-backed military, has provided humanitarian aid and other support to Ukraine while joining U.S.-led economic sanctions against Moscow. But the country has not directly provided arms to Ukraine, citing a long-standing policy of not supplying weapons to countries actively engaged in conflict. Speaking at a forum in Seoul, Stoltenberg urged South Korea to “step up on the specific issue of military support.”

A coalition of six Turkish opposition parties striving to end two decades of rule by President Recep Tayyip Erdogan are reaffirming a commitment for a return to parliamentary democracy should their alliance win elections that are likely to be held on May 14. In a ceremony in Ankara on Monday, the six parties presented their joint 240-page program for the country’s post-election future, but did not name a joint candidate to run against Erdogan. The opposition has blamed Turkey’s woes, including an economic downturn and an erosion of rights and freedoms, on the presidential system Erdogan introduced in 2018. Opposition parties say the system amounts to a “one-man rule.”

Europe’s soccer leagues are so full of teams owned and operated by American investors that the market could soon be saturated. That’s why an eclectic group of professionals studying in the executive MBA program at the University of Pennsylvania’s Wharton School turned their attention to basketball and acquired a 90% stake in the Italian team Pallacanestro Trieste. Former NFL linebacker Connor Barwin is one member of the ownership team. He says “we think we’re ahead of the next trend, which will be European basketball.” Barwin adds that soccer “has gotten very expensive” and “we see basketball as the next sport that is going to bring a ton of investment.”

Germany’s main opposition party is trying to get a rid of a member and former head of the country’s domestic intelligence agency after he complained about what he said was a move toward “eliminatory racism against whites.” The leadership of the center-right Christian Democratic Union unanimously approved a resolution on Monday calling for Hans-Georg Maassen to leave the party. It said that it would seek to start expulsion proceedings if he doesn’t do so by Sunday. Maassen was removed as the head of the BfV domestic intelligence agency in 2018 after appearing to downplay far-right violence against migrants in the eastern city of Chemnitz. He has since become a vocal if marginal figure on the hard right.

That is something that last happened in 1995.

France has acquired a stunning Impressionist masterpiece for its national collection of art treasures. “A Boating Party” by 19th-century French artist Gustave Caillebotte went on display Monday in the Orsay museum in Paris. A donation of 43 million euros, equivalent to nearly $47 million, from luxury goods giant LVMH paid for the work. The oil on canvas shows an oarsman in a top hat rowing his skiff on languid waters. It was sold by Caillebotte’s descendants and had been one of the last Impressionist masterpieces still in private hands.

Neighbors in Obritz, a small town near the Czech border, alerted local authorities last week that there was a family living illegally in a local wine cellar. The children had not been neglected or harmed and are now in custody of social services. Police also found several weapons, including a gun, crossbows and compressed air weapons.

Scams are common on peer-to-peer payment apps, but you can keep your money safe by avoiding questionable payment requests that may be fraudulent, only sending money to people you know and upgrading your privacy settings. While payment apps are convenient, they also carry risks if you use them without first vetting who exactly you are sending money to. Scam artists are growing increasingly sophisticated in their attempts to trick consumers into sending money, often impersonating financial institutions and creating a false sense of urgency. Consumers can safely use payment apps as long as they take precautions.

English striker Stephy Mavididi is back in form with Montpellier ahead of Paris Saint-Germain's trip to the Stade de La Mosson on Wednesday. Mavididi had not scored in more than a year but ended his drought with two goals in a 2-0 win at Auxerre that ended a four-game losing streak for Montpellier. Keeping another clean sheet at home against PSG’s attacking armada could prove difficult but the Qatari-backed side has been struggling since the turn of the year. PSG has won only one of its last four league games and coach Christophe Galtier has acknowledged there is a problem.

Pope Francis has named an American-born missionary in Peru to take over the Vatican’s powerful bishops’ office from the retiring Canadian who has recently been accused of sexual misconduct. Bishop Robert Prevost, a Chicago native and former superior of his Augustinian order who began ministering in Peru in the 1980s, was named to the posting Monday. He takes over the important Holy See office that helps vet bishop nominations around the globe and also investigates allegations of abuse or negligence against bishops. The Dicastery for Bishops’ outgoing head, Cardinal Marc Ouellet, was one of the few Vatican prefects whom Francis kept on for years from the papacy of Pope Benedict XVI in a clear sign of trust.

China’s government has criticized U.S. controls on technology exports as a trade violation after Japan and the Netherlands agreed to join Washington in limiting Beijing’s access to materials to make advanced processor chips. The Foreign Ministry didn’t mention the latest development but accused Washington of abusing export controls and organizing other governments to maintain its hegemony and contain China. The United States is trying to block China from acquiring the most powerful processor chips and technology that might help its fledgling industry develop the ability to make them. Washington says they can be used to make weapons and to facilitate the ruling Communist Party’s surveillance and human rights abuses.

The Ukrainian presidential office says Monday in a report covering the previous 24 hours that Russian shelling killed at least five people and wounded 13 others, as the Kremlin’s and Kyiv’s forces remained locked in combat in eastern Ukraine. The casualties reportedly included a woman who was killed and three others who were wounded by the Russian shelling of Kharkiv, Ukraine’s second-largest city in the country’s northeast. Moscow’s troops seized large areas of the northeastern Kharkiv region in the months following its invasion of its neighbor last February. But Ukrainian counteroffensives that began in August snatched back Russian-occupied territory, most notably in Kharkiv.

Former President Donald Trump and his allies have been put on notice by a prosecutor, but the warning didn’t come from anyone at the Justice Department. It's from a Georgia prosecutor who indicates she's likely to seek criminal charges soon in a two-year election subversion probe. Fulton County District Attorney Fani Willis argued in court last week decisions in the case are “imminent.” Though Willis didn’t mention Trump by name, her comments mark the first time a prosecutor leading any of the current investigations related to him has so bluntly hinted charges could be forthcoming. Trump insists he did nothing wrong.

Mini Crystal Point The World Health Organization chief says the coronavirus remains a global health emergency. It comes after a key advisory panel found the pandemic may be nearing an “inflexion point” where higher levels of immunity can lower deaths related to the virus. Director-General Tedros Adhanom Ghebreyesus told the annual meeting of its executive board meeting Monday that “there is no doubt that we’re in a far better situation now” than a year ago — when the highly transmissible Omicron variant was at its peak.
